「南海トラフ巨大地震」の揺れが襲う「愛知県」の地名［2024.8.10］

30年以内に70~80％と、高い確率で発生が予測されている「南海トラフ巨大地震」。もし発生すれば、西日本全域を巻き込む超巨大災害となる可能性があるとされている。その被害予測は、東日本大震災の10倍ともいわれており、まさに「未曽有の国難」といえる事態になるだろう。

東日本大震災では「津波」が大きな被害を出したことが注目された。もちろん、「南海トラフ巨大地震」でも、最大で34メートルともいわれる津波が太平洋沿岸を襲うことが予測されており、その被害は甚大なものになるだろう。だが、「南海トラフ巨大地震」で恐ろしいのは津波だけではない。「津波」の前に来る「揺れ」そのものが非常に激しく、大きな被害を出すことが予測されているのだ。

では、そのとき具体的にはどのような事態に陥ることが予測されているのだろうか。内閣府の「南海トラフ巨大地震対策検討ワーキンググループ」が発表している被害想定をもとに見ていきたい。
なんと21府県で「6強」

内閣府防災担当が平成24年に発表した「南海トラフの巨大地震による津波高・浸水域等(第二次報告)及び 被害想定(第一次報告)について」という資料によると、「南海トラフ巨大地震」が発生した場合、

・震度6弱が想定される地域は、21 府県 292 市町村(21 府県 292 市町村)

・震度6強が想定される地域は、21 府県 239 市町村(21 府県 242 市町村)

・震度7が想定される地域は、10 県 151 市町村(10 県 153 市町村)

とされている。

かなり広範な地域で最大級の揺れが襲うことが予想されているが、やはりなんといっても被害が大きくなることが予想されるのが東海地方だ。

ここでは、愛知県の場合を見ていきたい。

では、具体的に愛知県の中で「震度7」が予測されている地域とはどこなのだろうか。「市町村別最大震度」の資料を見ていこう。

この資料では、「南海トラフ巨大地震」を様々なケースに分けて震度を想定している。今回は、最も被害が大きくなる「最大値」の数字を見ていくことにしたい。

「震度7」が予測される具体的な地名は次の通り。

・愛知県名古屋市港区

名古屋市の港区に加えて、豊橋市や岡崎市など、都市部が大きな被害を受ける可能性が高いことが見て取れる。また、揺れに加えて津波の被害も予想される。

しかし、だからといって絶望するわけにはいかない。今からでもできる対策は少なくない。水や食糧の備蓄、家具の固定など、備えをしておけばそのとき生き残れる可能性は大きく上がる。その時に備えて、対策を怠らないようにしたい。

Seismic Intensity of "6 Strong" in 21 Prefectures
According to the document titled "Second Report on Tsunami Height, Inundation Areas, etc. from the Nankai Trough Megaquake, and First Report on Damage Estimates," released by the Cabinet Office's Disaster Management Office in 2012, the following estimates were made for the "Nankai Trough Megaquake":

- Seismic intensity of 6 lower is expected in 292 municipalities across 21 prefectures.
- Seismic intensity of 6 strong is expected in 239 municipalities across 21 prefectures.
- Seismic intensity of 7 is expected in 151 municipalities across 10 prefectures.

It is expected that a vast area will experience the strongest shaking, with the Tokai region predicted to suffer the most significant damage.

However, this does not mean that all hope is lost. There are still many measures that can be taken now. By preparing supplies such as water and food, securing furniture, and taking other precautions, the chances of survival can be significantly increased. It is crucial to stay prepared for such an event.
