首相は9日に記者団の前に再度立ち、「国民には情報の性格をよく理解し、旅行、帰省などを含めて社会経済活動を継続してほしい」と強調。しかし、実際には、三重、和歌山、徳島、愛媛、高知、宮崎各県などで宿泊のキャンセルが例年より増え、物資の買い占めなども起こった。徐行運転や一部運休に踏み切った鉄道会社もあった。

ただ、制度設計を担った名古屋大学の福和伸夫名誉教授からは「予知はできない。でも巨大地震は必ず来るので、被害は減らさないといけない。実際の情報は『空振りもある』というスタンスで出されるが、起こり得ることは伝えられる」といった話を聞かされてきました。普段より異常な現象が起こっているのに、国が社会に向けて何も発信しないのはおかしいし、曖昧だけれどきちんと受け止めて行動できる人が多いことも明らかになりました。
「過剰反応」だったかどうかを一つ一つ検証するとともに、何より政府や自治体、あるいはメディアなどでもこの制度についての正しい理解や議論を進めた上で「次」に生かすことが求められます。

個人的には地震発生の危険が高まっているという物理的根拠がない状況での情報発表には疑問を感じている。
例えば海水浴場は閉鎖され、結果それに関連する観光施設でのキャンセルによって実害を被った業者もある。
また情報は一週間で解除されたが、地震発生の危険度が下がったわけではないでしょう。
危険度は今後一定規模の地震が実際に発生し、エネルギーが放出されない限り下がるはずのないものでしょうから。
今回の状況であれば、これまで同様の注意を怠らないようにという注意喚起をするくらいが妥当な処置だったのでは、という思いはあります。
