産業立地では、再生可能エネルギーの発電所が多い地域や水素・アンモニアの輸入基地などに合わせた産業集積の方向性を示す。脱炭素電源を使った半導体産業の集積や、水素・アンモニアを燃料とする工業団地の設置を議論する。

ＧＸ実行会議では２２年から、有識者らがエネルギーの安定供給確保と経済成長、脱炭素の同時実現を目指した投資促進策などを議論してきた。政府は２３年、今後１０年程度の戦略をまとめた「ＧＸ推進戦略」を閣議決定している。

To prepare the strategy, discussions will focus on four areas: (1) Energy, (2) GX Industry Location, (3) GX Industry Structure, and (4) GX Market Creation. Regarding energy, considerations include the establishment of carbon-neutral power sources tailored to facilities such as data centers that consume large amounts of electricity, alongside transmission line upgrades in line with discussions on the new "Basic Energy Plan."
In terms of industrial location, the strategy will outline directions for industrial clusters tailored to regions with many renewable energy power plants or import bases for hydrogen and ammonia. Discussions will also include the establishment of semiconductor industries using decarbonized power sources and the creation of industrial parks fueled by hydrogen and ammonia.
Regarding industrial structure, efforts will focus on transitioning manufacturing processes in industries such as steel and petrochemicals, which emit large amounts of greenhouse gases, and supporting the domestic location of technologically advanced companies. Additionally, there will be a rush to design emission trading systems.
Since 2022, experts at the GX Implementation Conference have been discussing investment promotion measures aimed at ensuring stable energy supply, economic growth, and simultaneous decarbonization. In 2023, the government approved the "GX Promotion Strategy," outlining strategies for the next decade or so.
